Salary range by grade
The engineer scheme uses the J prefix. Under SSPA, the old grade J41 is now J9 (the letter stays, only the number was made smaller).
| Grade | Minimum | Maximum | Annual increment |
|---|---|---|---|
| J9 | RM2,250 | RM11,110 | RM225 |
| J10 | RM3,840 | RM12,150 | RM250 |
| J12 | RM5,530 | RM13,540 | RM270 |
| J13 | RM6,210 | RM14,370 | RM290 |
| J14 | RM6,560 | RM15,360 | RM320 |

The J9 starting salary (RM2,690) is higher than the grade minimum (RM2,250), because the starting salary is set in the service scheme. Don't confuse the two: the grade minimum is the floor of the salary range for that grade, while the starting salary is your actual entry point. You don't begin at the lowest figure in the schedule.
Pay increases: KGT vs grade promotion
Every grade has an Annual Salary Increment (KGT) — a fixed amount added each year while you sit inside that grade's range. At J9, the KGT is RM225 a year.
For example: starting at RM2,690, after ten years without a grade change your base pay is about RM4,940 — still well below the J9 grade maximum (RM11,110). That's why, to move faster, you need to change grade (J9 to J10 and up), not just wait for the KGT. Grade promotion depends on vacancies, performance and current policy — not length of service alone, and there's no official timetable we can point to for how long it takes.
Against the national average
DOSM reports the median monthly salary for the Professionals group — engineers sit here — at RM5,821 in 2024, with a mean of RM6,524.
Government engineers at J10 and above fall in that range. A new engineer at J9 (gross about RM3,590) sits below it — which is expected, because the Professionals median spans both public and private sectors at every level of experience. We have no private-sector engineer salary figure we can confirm from an official source, so use this DOSM Professionals median as the closest market benchmark.

What we don't know
- Whether a particular engineering scheme qualifies for BIPK (critical service allowance) depends on whether that scheme is listed as critical. We can't confirm the full list of critical schemes from an official source, so we don't include BIPK in the calculation above. If your scheme is critical, your gross is higher.
- The private sector pays to the market, not this schedule. We have no official private data.
- The calculation is for Zone A (Klang Valley). Other zones get a different BISH rate.
Common questions
- What is a government engineer's salary in Malaysia?
- A civil-service engineer starts at RM2,690 a month (base pay) at grade J9. With fixed allowances, the gross is about RM3,590 for those posted in the Klang Valley.
- What is J41 called now?
- Under SSPA, the old grade J41 is now J9. The letter 'J' is kept, only the grade number was made smaller.
- Do government engineers get BIPK?
- It depends on the scheme. BIPK is only for schemes listed as critical, and we can't confirm the full list of critical schemes from an official source. So our gross calculation excludes BIPK; if your scheme is critical, your gross is higher.
- What is the highest engineer salary grade?
- At grade J14, the maximum of the salary range is RM15,360 a month. The Phase 2 rise (7%) took effect on 1 January 2026, calculated on each person's individual base pay.
