After the Phase 2 rise (7% on base pay, effective 1 January 2026), base pay becomes RM2,112 and gross pay about RM3,072 for an officer already in service before 1 January 2026.

Base pay plus FIXED allowances only. It excludes variable allowances (shift, overtime, on-call), which differ by post. Allowance rates from JPA PP Bil. 1/2024; base pay from the SPA/JPA schemes.

How it is worked out

Every civil servant receives several fixed allowances on top of base pay: ITKA (a public service allowance), ITP (housing), BISH (cost of living — higher in the Klang Valley), and BIPK (a critical service incentive, for schemes such as nursing and medicine). These rates come from the official JPA circular, and they are flat cash: the Phase 2 rise of 7% applies to base pay only, never to the allowances.

What it does not include

Variable allowances — shift, overtime, on-call — are excluded, because they differ by post and hospital and we have not confirmed the rates from an official source. For a doctor in particular those can be a large part of monthly income, so treat the figure here as the fixed floor rather than the total. Where a scheme’s critical-service status could not be verified, the calculator leaves BIPK out and says so rather than guessing.
